BitMeTV - Upload FAQ changes

The UPLOAD RULES used to say:
2. Have seeded 5GB or more on previous torrents.
3. Have a minimum ratio of 0.65.

But... we have decided to change them to:

2. Have seeded 2GB or more on previous torrents.
3. Have a minimum ratio of 0.50.

We hope this is a welcome change and helps everyone with the ability to upload
