Bitme is one one of the best tracker for e-learning. Invites are given to users, usually a few days/weeks after promotion, 2 to PUs and 3 to VIPs. They also have a section in the forums for requesting invites to other trackers. Ratio is easy to maintain because all torrents have a lot of snatches and everyon can upload.
